Safety Considerations in Infrastructure Management
Performance data and analysis tools are vital to screening road networks for safety improvement opportunities. A comparison between the actual and expected safety performances within a transportation network, indicates potential for safety improvement, and where diagnosis and treatment should be focused.

Synectics offers a range of infrastructure management-related services, assisting clients in:

  • Safety data collection, management and analysis;
  • Developing safety performance functions (SPFs) and collision modification factors (CMFs); and
  • Network screening for safety improvement opportunities.

Safety Data in Infrastructure ManagementBenchmarking the safety performance of road networks and screening for safety improvements relies on information about the roadway and its traffic and collision characteristics, linked by a common location referencing system.

Synectics assists road agencies in developing and implementing programs to collect, manage and analyze operational and safety performance data; isolate locations with safety improvement potential; assess improvement expectations; and to focus diagnostic and treatment resources on problem areas.

Synectics maintains an ongoing business relationship with TES Information Technology Limited, a leading provider of turn-key safety data management solutions.

Safety Performance Functions (SPFs)SPFs are empirically-derived equations that predict the expected safety performance of a road segment or intersection, based on collision experience, road character and traffic volume. SPFs are used to benchmark expected safety performance amongst groups of similar locations, and to assess the relative safety of specific sites.

Synectics assists road agencies in adapting existing SPFs to their individual needs, and in developing agency-specific SPFs, as a basis for network screening.

Network Safety ScreeningRoad networks may be safety-screened on the basis of collision frequency and severity, collision rate, relative risk, or potential for safety improvement using SPFs.

Synectics’ approach to network safety screening goes beyond simply finding sites with potential for safety improvement. Synectics determines the likelihood of that potential being realized, in this way assisting clients in focusing their diagnosis and treatment efforts on those locations most amenable to reductions in collision frequency and severity.
